Financing a Home in Polk County
I have originated mortgage loans in Salem and the Mid-Willamette Valley since 1996, and Polk County starts right across the bridge from my office. This page lays out what it costs to finance a home here: where the 2026 loan limits sit, which programs work at Polk prices, how much property taxes vary from West Salem to Dallas, Monmouth, Independence, and Falls City, and the rural and wine-country conditions that shape a loan.
Polk County Loan Limits and Thresholds
At a typical Polk County price of about $477,000, a buyer is roughly $355,000 below the conforming limit and still about $64,000 inside the FHA limit, so most purchases here are conventional, FHA, VA, or USDA loans, and jumbo financing starts only above $832,750.
| Limit (2026) | 1 unit | 2 units | 3 units | 4 units | Source |
|---|---|---|---|---|---|
| Conforming | $832,750 | $1,066,250 | $1,288,800 | $1,601,750 | FHFA |
| FHA | $541,287 | $693,050 | $837,700 | $1,041,125 | HUD |
| FHA reverse mortgage (HECM) | $1,249,125 maximum claim amount | HUD | |||
USDA rural home loans: Dallas and Monmouth were listed as eligible in USDA's 2023 rural area review, while West Salem, as part of the City of Salem, has historically been ineligible. Eligibility is set by address. VA loans carry no county limit for veterans with full entitlement. Median owner-occupied home value: $472,800 (ACS 2024 1-year).
Loan limits are set every year by FHFA and HUD and take effect each January, and market figures move month to month. Ask me for a current read before you make a decision.
How Polk County's Numbers Play Out for Buyers
Polk County shares the Salem metro area's loan limits with Marion County, so a buyer in West Salem and a buyer in Salem proper work with the same conforming limit of $832,750 and the same FHA limit of $541,287. What differs is the price. Polk's typical sale, about $477,000 in August 2026, runs higher than Marion's, which leaves less room under the FHA limit: roughly $64,000 instead of $87,000. For a first-time buyer comparing FHA and conventional, that narrower margin is worth knowing before choosing a neighborhood.
The biggest number most Polk buyers never look at is the property tax rate. For 2026-27, West Salem's main code area carries $19.7225 per $1,000 of assessed value, while Dallas carries $13.9077 and Falls City $13.5778. On the same assessed value, that gap can mean well over a thousand dollars a year, and it flows straight into the monthly payment and the debt-to-income ratio. I build the actual tax lot into every payment estimate, because the city line changes the math.
Outside the cities, Polk is farm and wine country. The Eola-Amity Hills, rural acreage around Rickreall, and parcels on wells and septic need program selection and appraisals that a suburban file never does. Higher-end homes in West Salem and acreage properties can have thin comparable sales, so I match the appraiser to the property and set timeline expectations from the first conversation.
Inventory is rising here faster than across the river, with active listings up about 31% from a year earlier in September 2026. More choice gives buyers room to negotiate, and a solid pre-approval matters even more when homes still sell close to list price.
Meet Traci Putnam
I began originating mortgage loans at GMAC Mortgage in Albany in 1996, and I have built my career in the Mid-Willamette Valley since. Today I am an Originating Branch Manager with CrossCountry Mortgage at 1665 Liberty St SE in Salem, a short drive from West Salem, Dallas, Monmouth, and Independence, and I have closed more than 3,500 loans.
Polk County files reward local knowledge: tax rates that change by city, rural parcels on wells and septic, vineyard and farm-zone land, and higher-end West Salem homes where appraisals need the right comparables. I know which appraisers handle which kinds of property and which title officers close cleanly, and that keeps files on schedule.
My practice centers on loans that need more than a rate quote: self-employed income, rural and acreage properties, construction and renovation, VA and Oregon Veteran Home Loans, and first-time buyers who need a program and a plan. I am licensed in Oregon, Washington, Idaho, Arizona, and Texas.

Polk County Mortgage Questions
What is the 2026 conforming loan limit in Polk County, Oregon?
The 2026 one-unit conforming loan limit in Polk County is $832,750, the national baseline set by FHFA, and it is the same in West Salem as in Salem proper. Two- to four-unit limits are $1,066,250, $1,288,800, and $1,601,750. Any one-unit loan above $832,750 is a jumbo loan. Limits reset every January, so ask me for the current figure.
What is the FHA loan limit in Polk County?
The 2026 FHA limit for a one-unit home in Polk County is $541,287, the national floor, shared with Marion County as the Salem metro area. Polk's typical sale price runs about $64,000 under that limit, so FHA still covers most homes here, but with less room than in Marion County.
At Polk County's typical price, will I need a jumbo loan?
Usually not. The median sale price in Polk County was $477,402 in August 2026, about $355,000 below the conforming limit. Jumbo financing comes into play above $832,750, mostly on higher-end West Salem homes, acreage, and vineyard properties.
How much do property taxes vary across Polk County?
A lot. For 2026-27, West Salem's main code area carries $19.7225 per $1,000 of assessed value, Independence $18.7527, Monmouth $17.6028, Dallas $13.9077, and Falls City $13.5778. On the same assessed value, West Salem and Dallas can differ by well over a thousand dollars a year, which changes the monthly payment and how much house a buyer qualifies for. I use the actual tax lot in every estimate.
Can I get down payment assistance in Polk County?
Often, yes. Polk has no county-run program, but statewide OHCS assistance through FirstHome and NextStep can cover up to 100% of the cash to close, and Polk Community Development Corporation in Dallas offers a 3-to-1 IDA match on down payment savings for qualifying residents. I check eligibility in the first conversation.
Are Dallas and Monmouth eligible for USDA zero-down loans?
USDA's 2023 rural area review listed Dallas and Monmouth as eligible communities, while West Salem, as part of the City of Salem, has historically been ineligible. Eligibility can change and is set address by address, so I check every address on USDA's map before we plan around it.
Can I finance acreage or a vineyard property in Polk County?
Yes, with the right structure. Homes on acreage need septic and well documentation, and Polk County Community Development handles septic permits and evaluations. On exclusive farm use land the dwelling must have been lawfully approved, and income-producing vineyard acreage often falls outside standard conforming guidelines. I match the program and appraiser to the property before you are under contract.
How can I verify Traci Putnam's mortgage license?
Search NMLS #111736 on NMLS Consumer Access to see my individual license and the states I am licensed in: Oregon, Washington, Idaho, Arizona, and Texas. My company is CrossCountry Mortgage, LLC, NMLS #3029, and my Salem branch is NMLS #2515238.
